The Land Transport Authority (LTA) has recently announced that it is in the process of developing an AI chatbot to assist developers and appointed contractors in adhering to regulatory requirements. This was revealed by Minister of Transport Chee Hong Tat at the mid-autumn lunch of the Real Estate Developers’ Association of Singapore (REDAS) on September 17, where Chee was the guest of honour.

The government has been continuously reviewing existing rules and streamlining procedures for road and building works approvals. As part of this effort, the AI chatbot is expected to help industry professionals verify LTA regulatory requirements for their development proposals, eliminating the need to manually search through online publications. Chee explained that the chatbot will be capable of providing tailored advice to developers and contractors as they develop their proposals. Currently, LTA is engaging with the industry through the Transport Infrastructure Collaboration Panel (TICP) to train the chatbot effectively. The TICP, formed in 2021, aims to streamline processes, build industry capability and offer more pro-enterprise solutions, with members including the Association of Consulting Engineers Singapore; The Institution of Engineers, Singapore; REDAS; the Singapore Institute of Architects; and LTA.

Chee also highlighted another challenge faced by the industry, the road layout submission process, where several submissions do not meet the guidelines and, therefore, require multiple rounds of submissions to obtain approval. To expedite this process, LTA will release a set of road design templates in November that will provide clear regulatory guidance upfront while still allowing developers to be creative in the design process. These initiatives build on TICP-led efforts to streamline road approvals, such as the restructuring of the process for private developers to hand over completed road infrastructure to LTA, resulting in a reduction of the handover timeframe from eight months to one month after the defect liability period.

In a separate development, companies seeking to install solar panels near airports will no longer be required to obtain approval from the Civil Aviation Authority of Singapore (CAAS) from October 1. Previously, CAAS had to approve any installation of solar panels in the vicinity of airports, as the glare from these panels could potentially affect visibility for pilots and air traffic controllers. This process could take up to two months and incur a consultant assessment fee of approximately $3,500. However, with advancements in solar photovoltaic technology, modern solar panels are now deemed to have minimal risk to airport operations, and hence, approval from CAAS will no longer be necessary, according to Chee.

At the same event, President of REDAS, Tan Swee Yiow, called for more support for green financing, as the financial burden of supporting Singapore’s green landscape can be challenging for developers, especially for existing buildings. Tan suggested that regulators and financial institutions offer incentives such as tax reliefs, grants, and consumer buy-ins to further promote green development. He also urged them to expand sustainability frameworks, rewarding projects that go the extra mile in sustainability, thus encouraging more green projects.
